Royal icing. Combine ½ teaspoon vanilla, ¼ teaspoon cream of tartar, 1 and ¾ cups powdered sugar and 4 and ½ teaspoons meringue powder in a large bowl. Stir well. Using an electric mixer beat high within 7 to 10 minutes until the mixture is stiff.
